Base zoning is the floor of the conversation, not the answer.
Zoning sets a starting density. State and city programs can raise it, and physical site limits can cap it well below what the zone allows.
Floor area ratio and density limits are the theoretical ceiling. Height, setbacks, open space, and parking often bind first.
Entitlement timeline is the real cost. A ministerial, by-right project can take months; a discretionary approval, a zone change or conditional use permit, can take years, and isn't guaranteed to survive.
Verify at the parcel, not the block. Adjacent lots can carry different entitlements.

- 02LA's Transit Oriented Communities program — density bonus near qualifying transit, tier set by proximity and transit type.
- 03AB 2011 — housing as a permitted use on many commercial-corridor sites, streamlined ministerial approval.
- 04AB 2097 — no minimum parking requirement within a half mile of major transit, often the binding constraint on unit count.
