California rent-increase caps: an owner’s official-source starting point
California’s Tenant Protection Act can limit annual rent increases for covered residential property, while some cities impose stronger local rules. The property, ownership, age, notices, tenancy, and city all matter.

What an owner should understand first.
The California Attorney General publishes the current cap chart by location and effective date. For increases beginning August 1, 2026 through July 31, 2027, its chart lists 8.7% for the Los Angeles Area, including Los Angeles and Orange counties. That number does not decide whether a specific unit is covered, exempt, or governed by a stricter local rule.
The statewide formula is generally 5% plus the applicable cost-of-living change, capped at 10% for covered units.
The applicable percentage depends on when the increase takes effect and where the property is located.
Newer housing and several other property categories may be exempt; some exemptions require specific tenant notice.
Bell Gardens, Cudahy, Pasadena, Pomona, and other cities may apply additional local requirements.
