Specific-plan context
Identify the applicable zoning and planning area before describing permitted use, density, design standards, or redevelopment potential.
Pasadena & San Gabriel Valley · Owner guidance
Pasadena combines established apartment neighborhoods, commercial corridors, specific-plan areas, and significant historic context, so valuation depends on more than a broad San Gabriel Valley average.

Current income and comparable sales remain essential, but a useful review also considers historic status, specific-plan context, unit and tenant profile, parking, condition, and the buyer pool for the precise location.
First review
Identify the applicable zoning and planning area before describing permitted use, density, design standards, or redevelopment potential.
Check whether historic designation or review may affect improvements, exterior work, demolition, or a buyer's future plans.
Review unit mix, rents, vacancy, expenses, parking, capital work, and tenancy facts without substituting a neighborhood average.
Position smaller character assets, larger apartments, mixed-use buildings, and neighborhood commercial property for the buyers who underwrite them differently.
Current opportunities
We lead with 5+ unit properties. When local inventory is limited, relevant 2–4 unit opportunities appear next.

The City’s current guidance says a sale or ownership change is not itself just cause for eviction. Pasadena also publishes a specific Tenant Buyout Rights notice and local procedures that must be reviewed before buyout negotiations. Covered rental units must also be registered annually with the City's Rent Stabilization Department, and registration carries a per-unit fee the City sets each cycle. Registered units receive an Annual General Adjustment, a percentage Pasadena recalculates on its own schedule, separate from the statewide cap. The City's Rental Registry page publishes the current registration window, fee, and Annual General Adjustment; confirm those figures there rather than from a prior cycle.
