What an owner should understand first.

The City’s current guidance says a sale or ownership change is not itself just cause for eviction. Pasadena also publishes a specific Tenant Buyout Rights notice and local procedures that must be reviewed before buyout negotiations. Covered rental units must also be registered annually with the City's Rent Stabilization Department, and registration carries a per-unit fee the City sets each cycle. Registered units receive an Annual General Adjustment, a percentage Pasadena recalculates on its own schedule, separate from the statewide cap.
