Maywood rent stabilization and tenant protection resources
Maywood administers two separate ordinances: Ordinance No. 23-07, establishing rent stabilization regulations, effective September 22, 2023, and Ordinance No. 23-11, amending Chapter 17 of Title 8 of the Municipal Code regarding tenant protections, adopted October 25, 2023.

What an owner should understand first.
The two ordinances cover different questions and shouldn't be read as one program. 23-07 sets registration requirements and the allowable annual rent increase for covered units, which the City recalculates each year from CPI and publishes on its Housing Division page — a figure that resets annually and should not be reused from a prior year. 23-11 sets just-cause grounds and tenant-protection requirements separately from the rent cap. A unit's rent-cap status and its eviction protections are governed by these two separate ordinances, not one combined rule, and both are administered through the same Rental Registry Program.
Rent stabilization (23-07) and tenant protections (23-11) are two separate ordinances, not one combined rule.
The allowable annual increase is recalculated from CPI every year and published on the City's Housing Division page — do not reuse a prior year's figure.
Covered rental units must be registered, with annual recertification due each January.
Single-family, owner-occupied homes with no rentable units are exempt from registration under Administrative Rule No. 2.
