Pomona’s updated Rent Stabilization and Eviction Control Ordinance No. 4359 became effective January 1, 2026 and replaced earlier local tenant-protection measures.

The City currently states that covered residential units are limited to one rent increase in a 12-month period, capped at 5% for 2026. The ordinance also addresses just-cause terminations, City submission of unlawful-detainer filings, relocation, petitions, and exemptions.
